Program Guide
Home Help is Michigan's Medicaid personal care program, run by the Michigan Department of Health and Human Services (MDHHS). It pays for hands-on help with activities of daily living — bathing, dressing, eating, mobility, toileting — plus household tasks like meal preparation and laundry, so an eligible person can keep living at home.
For families, the practical meaning is simple: if your loved one qualifies, Medicaid — not your family — pays for approved in-home care, and the client chooses who provides it.
Home Help serves Michiganders of any age who are eligible for Medicaid and need physical assistance with at least one activity of daily living because of a medical condition, physical disability, or cognitive impairment — certified by a Medicaid-approved medical professional. Medicare alone does not qualify.
Need is confirmed through MDHHS's in-home Comprehensive Assessment, conducted by an Adult Services Worker, which also sets the approved hours. Financial eligibility is determined by the Medicaid program — not by us, and not by any agency.
Anyone can start a referral — by phone, mail, or in person — through the local county MDHHS office. The application uses the Adult Services Application plus a medical needs certification completed by an approved medical professional, and MDHHS issues a written decision within 45 days.

Home Help clients have the right to choose their caregiver — an individual caregiver, an agency provider, or both — and can change caregivers at any time. Officially, the client is the employer, not the State of Michigan. An individual caregiver can be a family member or friend who is at least 18; they enroll as a provider with the state and pass a background check.
By program rule, a spouse cannot be the paid caregiver, and a parent cannot be paid to care for their minor child. Caregivers must be legally able to work in the U.S. Eligibility for any caregiver is determined by the program during enrollment.
